About Us
ECHO (Equitable Connections to Housing Opportunities) is a nonprofit organization based in Los Angeles, California, founded in March 2024 by two dedicated women with over 30 years of collective experience in the nonprofit housing sector.
How We Started
ECHO initially launched as a consulting and training organization to educate new property owners about affordable housing and the diverse needs of tenants. However, after recognizing critical gaps in development, design and accessibility, and property management services, we expanded our focus to include:
- Developer partnerships to influence housing design for long-term tenancy.
- Consult on design and accessibility needs of the community.
- Training programs for property managers to improve customer service and resident support.
- Community outreach to connect applicants with sustainable housing and strong resident services.
What We Do For Partners
✔ Design tenant-focused housing solutions by collaborating with architects and developers.
✔ Educate and support property owners in navigating affordable housing programs.
✔ Train and improve property management teams to enhance tenant experiences.
✔ Offer support services to ensure tenant stability and community engagement.
Compliance & Experience
In addition to housing and tenant services, ECHO ensures properties remain in full compliance by:
- Meeting requirements set by the Los Angeles Housing Department (LAHD) Income Certification Packets, the Board of Equalization (BOE) Supplemental documents, and other oversight agencies.
- Completing and managing Requests for Tenancy Approval (RFTAs) as well as inspections and recertifications, Tenant Income Certifications (TICs), and income verification forms.
- Supporting property owners, managers, and nonprofit partners who lack the internal capacity to manage compliance.
- Building strong relationships to ensure tenants remain stably housed and properties stay in good standing.
ECHO’s staff have been providing these services across Los Angeles for more than 5+ years, working with property management companies and other 501(c)(3) organizations to fill critical gaps in compliance and tenant support.

Bridging the Gap for the 'Missing Middle'
ECHO is committed to addressing the housing crisis for the missing middle—working individuals and families who earn too much to qualify for rental subsidies but struggle to afford high market rents. These are the people who keep our communities running—teachers, healthcare workers, service industry professionals, and first responders—yet many are priced out of the very neighborhoods they serve.
To support the missing middle, ECHO:
- Works with developers to create mixed-income housing that includes attainable rental options.
- Advocates for policies and partnerships that expand affordability without relying on government subsidies.
- Educates property owners on sustainable leasing models that balance affordability and financial viability.
- Connects middle-income renters with housing opportunities that align with their earnings.
